CM Lalduhoma declares Mizoram India’s first fully literate state

In a groundbreaking achievement, Mizoram has officially been declared India’s first fully literate state. Chief Minister Lalduhoma made this historic announcement on May 20, 2025, during a ceremony at Mizoram University in Aizawl, in the presence of Union Minister of State for Education Jayant Chaudhary.

This milestone was accomplished under the Understanding of Lifelong Learning for All in Society (ULLAS) initiative, also known as the New India Literacy Programme (NILP). According to the Periodic Labour Force Survey (PLFS) 2023–2024, Mizoram has achieved a literacy rate of 98.2%, surpassing the Ministry of Education’s benchmark of 95% for full literacy.

The success of this initiative was made possible through a door-to-door survey conducted by Cluster Resource Centre Coordinators (CRCCs), which identified 3,026 non-literate individuals aged 15 and above. Out of these, 1,692 individuals were engaged in literacy programs, supported by 292 volunteer teachers. These educators conducted classes in schools, community halls, YMA libraries, and even in learners’ homes when necessary. 

Chief Minister Lalduhoma emphasized that this achievement is not the end but the beginning of a new era of empowerment. He highlighted the state’s commitment to sustaining literacy through continuous education, digital access, and vocational skill training. “Let us now aim higher: digital literacy, financial literacy, and entrepreneurial skill for all Mizos,” he stated. 

Union Minister Jayant Chaudhary congratulated the people of Mizoram and the state government for this remarkable accomplishment. He acknowledged the efforts of previous state governments and expressed hope that Mizoram’s example would inspire other states in building a “Shikshit, Kushal, and Atmanirbhar Bharat.” 

Mizoram’s journey to full literacy reflects the state’s dedication to education and community involvement. This achievement sets a precedent for other states and demonstrates the power of collective effort in achieving educational milestones. As Mizoram continues to lead in literacy, it also aims to expand its educational goals to include digital, financial, and entrepreneurial literacy for holistic development.
